Anhand der Polizeigesetznovelle in Nordrhein-Westfalen im Jahr 2018 werden mittels einer historisch-materialistischen Politikanalyse die Interessen und die politische Einflussnahme institutionalisierter und zivilgesellschaftlicher Akteur*innen auf den Novellierungsprozess untersucht. Durch die qualitative Analyse von Dokumenten und Expert*inneninterviews werden Akteur*innen- und Interessenkonstellationen verdeutlicht und deren Dynamik nachgezeichnet. Dabei wird die machtvolle Position eines autoritär-staatlichen Projekts herausgearbeitet, welches seine Forderungen trotz zivilgesellschaftlicher Proteste weitestgehend durchsetzen konnte. \nBy looking at the police law amendment in North Rhine-Westphalia in 2018, the interests and political influence of institutionalized and civil society actors on the amendment process will be examined by means of a historical-materialistic policy analysis. Through the qualitative analysis of documents and interviews with experts, the constellations of actors and interests will be clarified and their dynamics traced. In the process, the powerful position of an authoritarization project, which was able to implement its demands almost in their entirety despite civil society protests, is elaborated
